This action prevents the university from enrolling or sponsoring international students on F-1 or J-1 visas for the 2025–2026 academic year. The DHS has given Harvard a 72-hour deadline to comply with six specific federal demands to restore its certification While the DHS has not publicly detailed all six conditions, reports indicate that they include:

Submission of all records—formal and informal, including video and audio—of any illegal activity involving non-immigrant students over the past five years.

Provision of disciplinary records and protest footage related to international students. Disclosure of any ties or collaborations with foreign entities, particularly those linked to the Chinese Communist Party. Evidence of measures taken to ensure campus safety and address antisemitism concerns. Documentation of compliance with federal policies aimed at combating antisemitism and ensuring campus safety. Details of any diversity, equity, and inclusion (DEI) initiatives that may be perceived as racially biased .
